Resources for Communities
Local government units, community groups and civil society organizations working in flood-stricken areas are encouraged to come up with project proposals for consideration of donor agencies and organizations based on community needs.
These proposals should revolve around the following:
Sustainable Livelihood
Support or scale up livelihood productivity projects for households
Opportunities for jobs and service contracts (e.g. maintenance, utilities, construction and other services)
Support entrepreneurial projects
Support training and development for livelihood activities
Small business advising
Agricultural technology development

Ecological Systems Development
Support reforestation and agro-forestry systems development in the upland areas o
Promote ecologically-friendly business and government projects and practices

Civic Engagement
Strengthening and mobilization of the Municipal Disaster Coordinating Council (MDCC) for the planning and implementation of the rehabilitation projects
Information and technology support to assist MDCC
Trainings on existing beneficiaries and partners groups to become civic-minded organizations
Provision of basic services (water, housing, healthcare and service infrastructures)
